Full Spectrum Laboratories president Bob Winnicki said Drug Enforcement Administration agents showed up at his facility in Denver on Wednesday when he was at the Capitol for a hearing on proposed medical marijuana regulations.</description>

HEALTH AND SAFETY CODE SECTION 11362.5

Sec. 1. b (1) The people of the State of California hereby find and declare that the purposes of the Compassionate Use Act of 1996 are as follows:

(A) To ensure that seriously ill Californians have the right to obtain and use marijuana for medical purposes where the medical use is deemed appropriate and has been recommended by a physician who has determined that the personâ€™s health would benefit from the use of marijuana in the treatment of cancer, anorexia, AIDS, chronic pain, spasticity, glaucoma, arthritis, migraine, or any other illness for which marijuana provides relief.

(B) To ensure that patients and their primary caregivers who obtain and use marijuana for medical purposes upon the recommendation of a physician are not subject to criminal prosecution or sanction.

(C) To encourage the federal and state governments to implement a plan to provide for the safe and affordable distribution of marijuana to all patients in medical need of marijuana.</description>

Philippe Lucas is apologizing for the quality of his cannabis. He is director of the Vancouver Island Compassion Society, which dispenses medicinal marijuana from behind an old storefront in Victoria. Ã¢â‚¬Å“This used to be a school of Chinese medicine,Ã¢â‚¬Â he says. Ã¢â‚¬Å“Can you feel the healing vibe?Ã¢â‚¬Â Not at first. Apart from a comfy, well-worn couch in the waiting area, and a batik with yin-yang dolphins that you brush aside to enter the dispensing office, the place feels like a regular medical clinic. It reflects LucasÃ¢â‚¬â„¢s personality: lean, clean-cut, and intenseÃ¢â‚¬â€thereÃ¢â‚¬â„¢s nothing of the spacey stoner about him. If thereÃ¢â‚¬â„¢s a Ã¢â‚¬Å“healing vibe,Ã¢â‚¬Â it emanates from the staff: the receptionist dressed in a fuzzy old sweater welcomes clients with Ã¢â‚¬Å“Hello, beautiful!Ã¢â‚¬Â and Ã¢â‚¬Å“Can you use a hug?Ã¢â‚¬Â Then she hugs.

In the dispensing office the cannabis is kept under lock and key. TodayÃ¢â‚¬â„¢s strains for saleÃ¢â‚¬â€among them Sweet Tooth, JackÃ¢â‚¬â„¢s Mix, and Other God according to a list handwritten in felt pen on a whiteboardÃ¢â‚¬â€are grown primarily for recreational use, not medical. As he shows off a sample, Lucas apologizes again, because normally the Society grows and tests for purity the organic pot it supplies to its 400 members. But a recent rcmp bust destroyed their growing facility, forcing them onto the black market. ThereÃ¢â‚¬â„¢s no shortage for patients in needÃ¢â‚¬â€in BC alone, the rcmp estimates 15,000 grow-ops contribute to a harvest that nationally is worth about $7 billion. The problem is that illegal growers donÃ¢â‚¬â„¢t hand out guarantees.</description>

  <description>The total cost of purchasing a medical cannabis patient card has gone from $150 to $300 dollars a year. Lay that on Gavin Newsom who cancelled the CCSF pot card program and passed it on to the state and to Ross Mirkarimi who didn&#039;t complain when he did so.

This is a friggin&#039; disaster. Now, I told everyone involved that this would happen from the start and none of the dipshits listened to me. 

I told Ross Mirkarimi that the best procedure for licensing pot outlets was to give them a certificate (limited edition) allowing them to move their businesses under the roof of any pharmacy or liquor store. I ranted about how insane it was to set up an entirely new industry that had to go through Planning department and the Board of Appeals and whatever.

I told him that people would take payoffs at every juncture and that only the rich would be able to afford a license to distribute pot. Well, I was right. 

Thus far, there are 2 pot clubs certified to do business in San Francisco and all of the remaining clubs are required to have approved certificates within the next 6 months. That means that 38 clubs will either go out of business or pump a whole lot of money into bribing planners or politicians or members of the Board of Appeals in order to stay in business. Only the lawyers are happy. 

Mirkarimi and Newsom are idiots on so many levels in this matter that it is hard to calculate which move was the dumbest.</description>
